The only time you should get a complete relaxer from roots to ends is the very first time a relaxer or ';perm'; is applied to your head. That is when allll of your hair is in its natural state. You are only supposed to relax your new growth if any of the hair on your head has ever been relaxed. A touch up is just basically a perm on your new growth which you are supposed to do every 4-6 weeks from what I hear depending on how fast your hair grows.
