Can you permanent dye sections your hair blonde after putting in a relaxer?

I used a relaxer about 6-7 months ago and I was wondering, have I waited long enough to permanently dye sections of my hair blond? If anyone knows what a ';coon'; is, that's what I'm going for. All help would be appreciated. Thank you.
